Why 12?

Booster seats until age 8 or 12? Maybe

I mean, why stop there? Raise the driving age to 18, and say that everyone below that age has to be placed in a self-contained unit made out of titanium steel.

I find myself in the awkward position of agreeing with a Vestavia Hills Republican:

"I think it is one of those laws that sounds like a great idea," Williams said. "And once you start enforcing it, people are going to be going to their legislators and saying, `You voted to do what?'"

"If I had been in a booster seat until the age of 12, I'd be scarred far worse than I am now," Williams said. "You can't protect kids from every possible thing that might go wrong."

...

Williams vows to amend the bill, if necessary, to also require children to wear fire-retardant suits and crash helmets.

I generally don't like Sen. Williams, but that's hilarious.
