He was better than Rumsfeld.
Actually, you can say that about any Reagan/Bush I guy. Well, except the ones that are Bush II guys, though I think even they are worse now.

The first thing I remember about Weinberger is how he was pardoned by the outgoing President Bush even though he had not been convicted of anything. You know, just in case, you were going to convict him, let me go ahead and pardon him.
Also didn't really want the trail to lead back to the top.
