Not exactly a big crime

I mean, selling off relief supplies like that might be a little low, but it's hardly a big deal. There isn't a whole lot of money in reselling instant meals.

Actually there is. I know it sounds weird, but when I was a Ft Lewis, the Army-Navy surplus shops would buy them for $1.10 apiece and resell them for $8.99. (Gotta love the free enterprise system) A soldier would always have a surplus of MREs after a deployment. So they'd sell the MREs. The Army didn't like it because it was government property and individuals cannot sell government property (don't ask, I don't understand the rationale either, because I thought rations were part of the pay package.) I ended up giving up my extra MREs to the homeless guys with the "will work for food" signs which was legal. Go figure.
