Whoa. Canada?
al.com: NewsFlash - Designer: Mississippi course would be world's biggest dome
Um... Okay, I'm not a big golf fan anyway. And I think building the world's biggest dome ("easily visible from space") to house a golf course would probably be the world's largest project for the world's smallest gain. But why would Canadian developers want to build a giant dome in Mississippi? Wouldn't it be a good idea to build it in Canada? After all, you can golf ten months a year in Mississippi, and Canada's golf season is about seven hours long.
It's possible that the designer is joking (that is, lying) or nuts.

It gets pretty damned hot in the Memphis area, y'know. Or rather, hot and humid and, as such, mega-nasty. I've always thought Deep South cities should take a cue from the Twin Cities and the coldest Canadian cities (and note, Vancouver frequently has a warmer winter temp than we get down here) and have all downtown buildings linked by an elaborate system of glorified covered walkways. They'd all of course be air conditioned.

One possibility is that the developer wishes to be the general contractor for an enormous construction project, raking in fees in proportion to the size of the project, with little or no concern about the project's ultimate success.
As to why this project is proposed for Tunica, Mississippi, I can only guess that the necessary combination of money and credulity exists there.
